The Project
Barka 4 IWP Plant is the largest seawater desalination plant in the Sultanate of Oman which is also one of the Top 10 Largest Seawater RO Desalination Plants Worldwide.
A consortium formed by SUEZ, Engie, ITOCHU Corporation, and WJ Towell & Co LLC is in charge of the design, construction, ownership, operation and maintenance of the Barka IV Desalination Plant under a Build Own Operate (BOO) basis. The project is structured as an independent water project (IWP) with Oman Power and Water Procurement Co. (OPWP) purchasing the potable water produced by the project under a water purchase agreement with a term of 20 years. The construction value of the project is estimated to be around USD 325 Million.
SUEZ is leading the design, construction and operation of the Barka IWP Plant which was commissioned in June 2018. The environmental friendly, high performance water treatment plant allows to produce 281,000 m3 of drinkable water per day, a major step to meet Muscat’s population needs.
Delivering the mechanical construction safely and on time
Two of the most important aspects of the project accomplished were finishing on time and completing the project without any Lost Time Incidents (LTI). The project spent 1.1 million manhours without any LTI.
The project was completed well within schedule enabling the client to produce water as per the original commitment. TOCO received numerous appreciations for the professionalism, HSE track record and the quality of work that we demonstrated in this project.
During the 13 months duration of the project, TOCO employed nearly 480 men at it’s peak. The scope included erection of 204 number of Rotating Equipment with a total weight of 487 MT, erection of 544 number of Static Equipment with a total weight of 488 MT and welded construction of a tank weighing 84 MT at site. The types of equipment erected include Pumps, Compressors, Blowers, Centrifuge, vessels and penstocks. In addition to this, our team pre-assembled the RO racks and installed in position which was an activity requiring extreme precision and care. The total weight of RO modules installed were 1,404 MT.
TOCO also provided commissioning assistance to Suez team which enabled hassle free start-up of the plant.

Continued relationship
Following the successful commissioning and start-up of the plant, SUEZ hired a team of 133 men at peak till date for the operations and maintenance of the plant. These services are still ongoing.

Barka 4 IWP was TOCO’s recent major foray into Sultanate’s utility sector. The project also reiterated TOCO’s ability to execute complex facility construction projects safely and on time. The continuation of the contract beyond the construction period to execute operations and maintenance services clearly demonstrates TOCO’s ability to deliver the full life cycle services for any facility.
